Three Tier System
Bottom Level: This level comprises of the milk farmers who organized into the Dairy Cooperatives and pour their surplus milk to the District level Milk Union.
Middle Level: The Middle Level comprises of the District Milk Union (Bhagirathi) which receives the milk poured by farmers. The milk thus received is then marketed in the brand name of Bhagirathi to provide remunerative prices of milk to the farmers. The surplus milk received by the milk union is sent to the Govt. dairies through Milk Federation.
Apex Level: The West Bengal Milk Federation at the apex level ensures the functionality of the bottom and middle level.
